Madhya Pradesh had the highest rate of crime  against  Scheduled Caste (SC) people in 2021. The most recent year for which National Crime Records Bureau (NCRB) data is available. The data shows that the state  had the highest crime rate against SCs in 2020 and the second highest in 2019 (after Rajasthan).

However, the prosecution rate  in Madhya Pradesh was higher than in most Indian states. Suggesting that while the state police may not have prevented such crimes, they at least prosecuted them  more effectively than in most other states.

Understanding Crime Rates Against SCs

Crime rate against SC is the number of crimes committed per 1 lakh total SC . To be sure, the NCRB reports still use population figures from the 2011 census. The government has postponed the 2021 census indefinitely. To calculate  crime in subsequent years, which means  crime figures may have changed.  Crime rates are a better way to compare states because they adjust for increases/decreases in the absolute number of crimes due to  a state’s larger or smaller population.

The offenses include all crimes/atrocities  against SCs and not only under the Prevention of Atrocities Against SC/ST Act. What is certain is that the amount does not fluctuate much. For example, in 2021, there were 50,900 criminal cases against the SC in the country. This figure was 7214 in Madhya Pradesh. The number of cases invoking the SC/ST Prevention of Atrocities Act was 45,610 at the all-India level and 7,211 in Madhya Pradesh.

Prosecution Rates in Madhya Pradesh

In Madhya Pradesh, the crime rate of criminals in 2021 was 63.6 decreased to the national average of 25.3. These figures were 60.8 and 46.7 in Madhya Pradesh in 2020 and 2019 respectively.Rajasthan  ranked second in terms of crime  in 2021 and 2020, and  ranked first in 2012 in 2012. Rajasthan was ranked second in all three years and Madhya Pradesh’s ranked fifth in 2019, fourth in 2020 and third in 2021 .

Police Action and Prosecution

NCRB reports also provide information about police action or lack thereof against such crimes. As of 2021. Madhya pradesh’s appears to be doing better in terms of prosecutions. Defined as the proportion of cases where a charge sheet has been filed out of all cases solved by the police. Involving crimes against the police. , when it was  second only to Sikkim. Rajasthan, which has a crime rate against SCs  close to that of Madhya Pradesh, showed a poor payment record in 2021. Assam had the lowest number of prosecutions for crimes against SCs in 2021. Madhya Pradesh also fared well  in prosecuting crimes against STs.
