In a meeting with various political parties on Thursday, the entire process and timeline were made clear as to how the revision will be completed in five phases. In the presence of Chief Election Commissioner Gyanesh Kumar, the issues raised by the representatives of various political parties were heard, and then the entire Special Intensive Revision (SIR) going on in Bihar was decoded.

From 25 June to 3 July 2025, Enumeration Forms (EF) are being published and distributed to about 7.90 crore voters of the state, providing partially pre-filled forms based on the existing records as on 23 June 2025. BLOs are delivering the Enumeration Forms to all voters by going door to door.

In the third phase, which will run parallel from June 25 to July 26, 2025, the BLOs will collect the completed enumeration forms along with self-attested documents, and the data will also be uploaded through the BLO App/ECINET daily. The BLOs will issue acknowledgement receipts to the voters while collecting the forms.

In the fourth phase, the draft voter list will be published on August 1, 2025. The list will include all those voters whose forms have been received by the deadline. Names for which no counting form has been submitted before July 25 will not appear in the draft roll.
